Ms. Virginia Eilmus, Claims and Tort Litigation Division, 2012 Senior Civilian of the Year As the head of the Personnel Claims Unit, Claims and Tort Litigation Division, Eilmus executed OJAG's Disaster Response Plan for five major events and conducted contingency planning for many more. Her leadership of the Disaster Response Team was critical to assisting displaced residents when an F/A-18E crashed into a civilian apartment building in Virginia Beach, Va. She worked tirelessly with civilian rescue and relief organizations and senior Navy leaders to meet the immediate needs of impacted residents. Her focused efforts resulted in fast and fair compensation to victims and garnered praise from the Secretary of the Navy and the Chief of Naval Operations. In addition, using her superior management skills, Eilmus and her team adjudicated more than 2,200 claims for Sailors who suffered property losses incident to their service. Mr. Michael Winters, Region Legal Service Office Northwest, 2012 Junior Civilian of the Year As the lead court reporter, post-trial processing manager, and courthouse security officer for RLSO NW,  Winters expertly managed a busy docket of 51 court-martial cases during 2012, an increase of 70% from the year before. He personally served as court-reporter for 43 courts-martial, 23 motion sessions, and 15 Article 32 investigations. As post-trial processing manager, he was recognized as a JAG Corps "best practice" by the Article 6 inspection team due to his flawless management of one of the finest post-trial tracking systems in the JAG Corps. As courthouse security officer, Winters ensured proper implementation of security measures at three courthouse locations.
